दिवाली पर पटाखों को लेकर सुप्रीम कोर्ट सख्त, नियामक संस्थाओं से मांगे जवाब; 13 सितंबर को सुनवाई

दीपावली के करीब दो महीने पहले सुप्रीम कोर्ट ने एक बार फिर केंद्र सरकार और नियामक संस्थाओं जैसे पेट्रोलियम एंड एक्सप्लोसिव सेफ्टी (पेसो) से जवाब तलब करते हुए पूछा है कि वह देशभर में प्रदूषणकारी पटाखों के उत्पादन और बिक्री पर पूर्ण प्रतिबंध लगाने के प्रोटोकाल को मजबूत करने के लिए क्या कदम उठाए हैं।
खबर के मुताबिक, सर्वोच्च अदालत ने कहा कि अगर नियमों को लागू नहीं किया जाता है तो वह मजाक बनकर रह जाते हैं। सुप्रीम कोर्ट इस मामले में अगली सुनवाई 13 सितंबर को करेगा। जस्टिस एएस बोपन्ना और एमएम सुंदरेश की खंडपीठ ने गुरुवार को केंद्र सरकार और नियामक संस्थाओं की ओर से पेश अतिरिक्त सालिसिटर जनरल ऐश्वर्य भाटी से कहा कि वह प्रतिबंधित पटाखों पर पूर्ण रोक लागू किए जाने के संबंध में अब तक उठाए गए कदमों का ब्योरा दें।
अगर कोई ऐसी व्यवस्था न हो कि निर्माताओं और विक्रेताओं को दिशानिर्देशों का पालन करने के लिए विवश न कर दिया जाए। कुछ पटाखा निर्माताओं की ओर से पेश वरिष्ठ अधिवक्ता श्याम दीवान ने कहा कि विशेषज्ञ निकायों जैसे पीसो, केंद्रीय प्रदूषण नियंत्रण बोर्ड (सीपीसीबी) और नेशनल इन्वायरमेंटल इंजीनियरिंग रिसर्च इंस्टीट्यूट (नीरी) ने ग्रीन पटाखों के मुद्दे पर ठोस कदम उठाए हैं और अब केवल क्वालिटी कंट्रोल के मुद्दे को सुलझाना रह गया है।
विशेषज्ञ संस्थाओं ने दिशानिर्देश जारी किए हैं और प्रदूषणरहित पटाखों के रासायनिक फार्मूले को भी जारी किया है। और अब पीसो को उत्पादन और बिक्री की निगरानी की अनुमति दी जाएगी। बेरियम साल्ट के मुद्दे पर वरिष्ठ वकील ने कहा कि विश्वभर में पटाखे बनाने में इसका उपयोग होता है और भारत में भी पटाखा निर्माता इसके इस्तेमाल को लेकर सहमत हो गए हैं। वह इसकी प्रभावी निगरानी के लिए तमिलनाडु के शिवाकाशी में एक लैब बनाने पर भी सहमत हैं।
एक अन्य वकील ने कहा कि इस व्यवसाय से आठ लाख लोगों को रोजगार मिलेगा। पीसो जैसे संस्थान ने ग्रीन पटाखों के संबंध में कई कदम उठाए हैं। इस पर खंडपीठ ने एडीशनल सालिसिटर जनरल से पूछा कि वह नियामक प्रोटोकाल के पालन के लिए अब तक उठाए गए कदमों का ब्योरा दें।
उल्लेखनीय है कि दीपावली के मौके पर जलाए जाने वाले पटाखों से वायु प्रदूषण का स्तर काफी बढ़ जाता है और सांस तथा हृदय रोगियों की परेशानी बढ़ जाती है। इससे स्वास्थ्य सेवाएं भी प्रभावित होती हैं।
